Every claim carries the date its basis was last checked; the screen speaks as of those dates and does not update after delivery. Verification grades state a citation's resolution status at attestation and are revocable — when the law moves, grades move down as readily as up. Scope is the fence: topics declined on the scope statement are outside the screen, and silence on an undeclined topic is not a clearance. The screen states what the regulatory record says; it does not recommend deal structure, price, or negotiating position.
